Certificate Registration

LICENCE OF REGISTRATION FOR OVERSEAS SUPPLIER ENTERPRISE OF IMPORTED SOLID WASTES AS RAW MATERIALS

In accordance with No.119 Decree and No.98 Announcement of China AQSIQ in 2009, as long as you export metal waste, hardware waste, plastic waste, paper waste, textile waste and smelting slag as raw materials etc., to China as the seller, you must obtain AQSIQ registration certificate.

The materials needed for the registration in AQSIQ are as follows:

Ⅰ: Application Form for registration of foreign suppliers of imported solid wastes as raw materials;
Ⅱ: The notarial documents of tax registration and valid business registration documents
Ⅲ: Descriptions of organization, departments and post duties
Ⅳ: The plan of layout and pictures which can comprehensively and fully show the whole view of office, processing place, factory, storage yard if you have, etc.
Ⅴ: pictures of radiation detector with relevant quality or calibration certificate;
Ⅵ: Color photocopies of certificates such as ISO9001 quality management system certificate or RIOS system and relevant work instruction documents;
- 1) Raw material acceptance system and pre-shipment inspection system
- 2) Disqualified goods, dangerous waste, inclusion control and disposal system;
- 3) Instrument and equipment and calibration system
- 4) Employee training system
- 5) List of relevant laws and regulation documents

Q: How to renew the AQSIQ certificate when it is about to expire?

A: In accordance with the provisions of No.98 Announcement of China AQSIQ in 2009, the renewal application needs to be applied 3-6 Months ahead of the expiration; meanwhile, all the required papers in the Announcement should be provided within 30 days after submitting the renewal application on-line.

Q: Only waste plastic is registered on our AQSIQ certificate, but we want to export iron and steel scrap, What should we do?

A: As stipulated, it’s allowed to apply to increase “metal and metal-alloyed scrap” it is unnecessary to re-apply for it again.

Q: In terms of AQSIQ, what services can you provide for foreign suppliers?

A: We can provide services including new & renew registration, adding and changing items on AQSIQ license, relevant training, guidance of on-site inspection, ISO9001 quality management system certificate consultation etc.

CCIC of pre-Shipment

1. Website of pre-shipment inspection system: http://psi.cnca.cn
2. AQSIQ comprehensively start to use electronic secret key (CA KEY) for pre-shipment inspection from July 1, 2012;
3. For the foreign suppliers who apply for CCIC over 400 batches in year, he can apply for several UKEYs based on evey unit of 400 CCIC certificates from the PSI operation office and shall pay the relevant expenses.

Q&A

Q: There is no branch or inspector of CCIC stationed at the port of dispatch, if the inspection at the port of destination can be implemented?

A: Yes. In accordance with the provisions of No.112 Announcement of China AQSIQ in 2007, the consignee can apply for CCIC inspection from the local inspection and Quarantine Institution of the entry port; the local Inspection and Quarantine Institution of the entry port will implement full inspection batch by batch to the above waste as raw materials.

About the registration certificate of overseas goods supplier for importing cotton

According to the 2013 decree No.151 of AQSIQ, for exporting raw cotton to China, the seller of trade contract can apply for “ registration certificate of overseas goods supplier for importing cotton” in order to tacilitate declaration.

The files required by overseas goods supplier for importing cotton are as follows:

1. Application form;
2. Copy of the legal and effective business and tax registration documents;
3. More than 8 photos of your office/processing yard, which show your company’s name logo, office or processing yard (if you have one) and office address;
4. Layout of your office with measuring units;
5. Commitment on Quality Assurance. The above materials should be provided by Chinese or bilingual edition. It takes 1-3 months to get license after we submit all materials to AQSIQ Bureau of cotton. We can guarantee to get the certificate successfully for one hundred percent.

Q: What conditions should be possessed by goods supplier for submitting registration application?

A: The goods suppliers exporting cotton to mainland of China all can submit registration application. Goods supplier refers to sellers listed in trade contract and invoice exporting to China. Enterprises applying for registration should have conditions listed in article 7 of Inspection and supervision management methods for imported cotton (Decree no. 151 of AQSIQ)

Q: For overseas goods suppliers that did not directly export cotton to mainland of China previously, whether they can apply for registration certificate of overseas goods supplier for imported cotton

A: Yes, they can, the enterprises applying for registration should have conditions listed in article 7 of Inspection and supervision management methods for imported cotton (Decree No. 151 of AQSIQ).
